He probably got out of his car to pay the toll, didn't put it in park, tried to jump back in to hit breaks, didn't make it in time and...award.

Couldnt reach the button to exit through the window so he opened the door and opted to go over the top. Car in gear so it lurches forward. Bro turned on the wipers trying to get control again.
